New free bus pass rules will take effect in 2025, and under the updated regulations, those over 70 are wondering whether they will still be eligible. Brits aged 70 and over are entitled to a free bus pass, allowing unlimited local bus travel. The government-funded bus pass scheme is managed by local councils, so rules can vary depending on where you live. However, the basics will remain the same in 2025, with small but important changes to be aware of.
This year’s updates aim to strengthen eligibility checks and ensure the scheme is used fairly. Some councils now require existing pass holders to periodically re-confirm their eligibility, while certain regions are introducing digital bus passes linked to photo ID to help prevent misuse. Although most over-70s still qualify, updated documents may be needed to keep your pass active.

To check your availability, you will usually need:
- Proof you’re a UK resident
- Age verification (passport or birth certificate)
- Proof of address within your council’s area
- A completed application form (online or paper)
If you’re applying for the first time or renewing, go to your council’s website or office, fill in the official application form, provide proof of age and residency, submit a passport-style photo and wait for your pass to arrive by post.
Be aware that some applications might get rejected, with issues including missing documents, expired ID, unclear proof of address or even photos not meeting the official guidelines.
If you’ve recently moved or your documents are out of date, it is advised to get everything updated before you apply or renew.
Age requirements and benefits vary by location. In England, eligibility is tied to the state pension age, though anyone over 70 can qualify without restriction.
In Scotland and Wales, the rules are more generous, with residents eligible for a pass from age 60. In Northern Ireland, free travel is available to all over-70s on both buses and trains.
In case you’re not eligible, you can use Senior Railcards for cheaper travel, look at off-peak bus passes, council-issued travel vouchers or community transport services for those with mobility needs.
