The Government has unveiled it’s major new planning changes which opponents say will bulldoze through local opposition.

Angela Rayner has set out precisely how many new homes each local area in Britain will have to build in order to meet Labour’s target of 1.5 million a year.

The plans have already met with backlash, as Ms Rayner is accused of bulldozing through local opposition, imposing a ‘Whitehall diktak’ and refusing to work constructively with local councils who know their area best.

The new targets will be harshly enforced should any council refuse to comply, with a new ‘presumption in favour of sustainable development’.

Local authorities will also be told to begin building on green belt land, where areas are reclassified as “grey belt”.

There are some major changes to the current planning targets.

Some areas will see enormous increases, including the South East which sees their annual target increased from 51,000 to 70,000 a year.

In real terms this will mean an increase to the number of homes built each year of a whopping 41,000 compared to the annual net figures of 2021/22.

London, on the other hand, actually sees a decrease in its housing targets from 98,822 to 87,992 – a 20% drop, although given many areas haven’t met their targets for a number of years this would represent an increase in the number of new homes by 35,533.

The North East gets away with building the fewest number of new homes, only requiring an 8,700 uplift.

In full, England’s regions’ new targets are:

  • East Midlands: +4,971
  • East of England: +10,329
  • London: -10,830
  • North East: +4,853
  • North West: +13,181
  • South East: +19,430
  • South West: +11,789
  • West Midlands: +5,206
  • Yorkshire and the Humber: +6,258

Looking at local authorities, Kensington and Chealse will be forced to build the most extra houses of 5,107 a year, followed by Birmingham and Cornwall.

Surprisingly, Manchester will be forced to build 1,600 new homes a year fewer than Rishi Sunak’s patch of North Yorkshire.

Meanwhile some of the most expensive places in the country such as Kensington and Chelsea, and Richmond upon Thames, will be forced to build just 236 and 154 net new homes each year compared to 2021/22.
